Poroshenko prepares ceasefire plan

Negotiations held in Minsk on August 26 between Russia and Ukraine, and mediated by Belarusian President Alexander Lukashenko, led to Poroshenko’s decision to draw up and implement a ceasefire plan, an idea supported by Putin.

Negotiations held in Minsk on August 26 between Russia and Ukraine, and mediated by Belarusian President Alexander Lukashenko, led to Poroshenko’s decision to draw up and implement a ceasefire plan, an idea supported by Putin, the international media wrote in late-August.

”A roadmap will be prepared in order to achieve as soon as possible a ceasefire regime which absolutely must be bilateral in character,” Poroshenko said after the summit.

Although neither of the two leaders provided any details as to how or when the regime would be introduced, all parties involved agreed that the very fact of holding a meeting and engaging in dialog constitutes a success. Poroshenko also announced that the first step to a truce situation is the delimitation of Russian-Ukrainian borders.

Russian President Vladimir Putin declared that he would not interfere with the implementation of the ceasefire.

“We didn’t substantively discuss that, and we, Russia, can’t substantively discuss conditions of a ceasefire, of agreements between Kiev, Donetsk and Lugansk. That’s not our business, it’s up to Ukraine itself,” he told reporters early on Wednesday. “We can only contribute to create a situation of trust for a possible, and in my view, extremely necessary, negotiation process.”

The two leaders did not, however, discuss the fundamental point of disagreement: allegations that Russia is sending arms and fighters to support the rebellious Ukrainians. The recent discovery by the Ukrainian army of several Russian soldiers several kilometers into Ukraine’s territory, as well as trucks loaded with arms and equipment that are seen nearing the borders, seem to substantiate the allegations.
